MeadCo's Neptune executable is not redistributable. You may install it on a single Windows PC by downloading it from this page free of charge.
As a publisher you may not host it on your own Internet/intranet servers nor pre-install it across your intranet without first acquiring a web/intranet publishing license and the Neptune SDK + support package here.
